Assignment Description
The purpose of this consultancy is implement the baseline data collection for the impact evaluation of Incentives for Teacher Performance carried out by Ministry of Education, with support for the Impact Evaluation by the World Bank (Bank). The consortium/firm will be responsible for implementing closely linked data collection activities (teacher survey, school survey, student achievement tests, and classroom observations and delivering quality data according to the expectations and protocols, within a timeframe as defined by the Bank and the impact evaluation principal investigators.
Funding Source:
The World Bank intends to finance the assignment/services described below under a budget allocation for the Bank’s administrative budget.
Eligibility:

  • Strong capacity and experience in planning and organizing survey logistics.
  • Good network of experienced enumerators, supervisors and data entry clerks.
  • Strong capacity in data management and statistics.
  • Strong knowledge in the following software: CS-Pro, SPSS, Stata.
  • Strong interpersonal skills and a team oriented spirit.

    Assignment Description
    IFC’s Performance Based Grant Initiative for Access to Finance (PBGI-A2F) aims to better meet demand for access to financial services and deepen overall penetration of those financial services in developing countries by offering performance-based grants. IFC’s PBGI-A2F offers incentives to financial institutions that demonstrate strong commitment to penetrating new market segments, and to developing innovative initiatives to reach underserved segments of the population. Up to 80 percent of PBGI funds are allocated to IDA countries. Projects proposed for PBGI funding further aim to strengthen synergies between IFC’s investment and advisory services. The Program currently covers all regions and eight (8) product areas or sectors within access to finance. In terms of volume (US$) by region, most projects expected to be covered under IFC’s PBGI-A2F are currently in Africa (31.1 per cent), South Asia (26.4 per cent), East Asia (17.0 per cent) and the Middle East & North Africa regions (11.1 per cent). In terms of volume (US$) by product/sector, microfinance projects represent the highest concentration of projects (59.5 per cent), followed by microinsurance (16.2 per cent), leasing (14.1 per cent) and low income housing finance (8.9 per cent). IFC’s social performance approach for projects under the PBGI-A2F Program focuses on effectively translating its client institutions’ social goals into practice which are aligned with accepted social values: “these include sustainably serving increasing numbers of poor and excluded people, improving the quality and appropriateness of financial services, improving the economic and social conditions of clients, and ensuring social responsibility to clients, employees and the community they serve” . IFC’s PBGI-A2F objectives are therefore consistent with the definition of social performance. To this end, IFC’s PBGI-A2F Program is dedicated to supporting financial institutions that have developed and/or will develop their own strategy and implementation plan to achieve social performance goals, and within the context of maintaining long-term commercial viability. The objective of this assignment is to determine how a social performance strategy can be developed more concretely for IFC’s PBGI-A2F clients, including an implementation plan for mainstreaming a social performance approach, as well as ultimately measuring and reporting on social performance results through key social performance indicators (SPI).
